Utility rates and a vision for Philomath’s next 25 years appear on the agenda for a Philomath City Council meeting, scheduled for 7 p.m. Monday at Philomath City Hall.

The proposed rate increases would be phased in over time, taking effect between March and July 2027. The proposal follows a study over the past year by the city examining the needs of its water, sewer and stormwater systems and funding options to address those needs.

The upcoming Philomath Community Vision 2050 project, a priority for councilors as identified in the city’s strategic plan, will be discussed during the evening. The 10-month project will bring together organizations, residents and community leaders to “imagine and plan for a thriving, connected and resilient future for Philomath,” according to an agenda item summary. A kickoff celebration is planned for Jan. 15.

Other discussion items on the agenda include preparation for the council’s Jan. 10 retreat, which will include strategic plan updates and the development of a safety traffic plan, Samaritan Award nominations and recognition of several committee members completing terms.

The council will consider four resolutions during the meeting. These include a proclamation denouncing violence, adoption of a financial policy governing reserves, contingencies and unappropriated ending fund balances, adoption of a water management and conservation plan, and establishment of 2026 system development charge rates.

Prior to their regular meeting, councilors will gather for a work session at 5:30 p.m. for Urban Renewal District business, including a discussion on development options for the city’s property at Main and 14th, which will include a look at a similar project in Dallas.
