The Philomath Public Works Committee plans to meet at 3 p.m. Thursday through videoconferencing to discuss the city’s 2021-22 Capital Improvement Plan.

Project lists within master plans for each fund, which includes water, streets, wastewater, storm and parks, will be reviewed with details to include Strategic Plan priorities and CIP funding.

The committee is meeting for a second straight week after it was not able to get through all of its business during a Feb. 11 gathering. The meeting last week was limited to two hours because of another city meeting that was to follow.

At the Feb. 7 meeting, the committee approved the installation of three 30-minute parking limit signs adjacent to Jonah’s Market along Main Street. The Oregon Department of Transportation previously gave the proposal its stamp of approval as long its signage was used.

The issue came up after employees from a nearby business were parking in those spots and Jonah’s Market’s owner believed it was having a negative impact on business.

Jonah’s Market will pay for the signs, estimated to cost $367.65 for all three.

In May 2018, the committee approved a request by Farmers Insurance agent Gary White to designate a parking space limited to 30 minutes in front of his business on South 17th Street.

A motion to approve the Jonah’s Market parking limit signs passed on a 3-0 vote.

In other news out of the Feb. 11 meeting, Public Works Director Kevin Fear gave a report on ongoing issues, including a sidewalk inventory that had been done. Following discussion, it was decided that the committee would revisit the issue at a future meeting.

Also, Catherine Biscoe was installed as the committee chair.

The city plans to hold the meeting via Zoom. The public can watch the live feed of the meeting on the city’s Facebook page at For those unable to view online, contact City Hall at 541-929-6148 to make viewing arrangements.
