MONDAY, NOV. 24
• 9:30 p.m. — Troopers responded to a two-vehicle crash on Highway 20 about 8 miles east of Brothers in Deschutes County that took the lives of William Micah Carter, 25, of Springfield, and Jennifer Lynn Lower, 24, of John Day. OSP’s preliminary investigation indicated that a semitruck, driven by Rajinder Kumar, 32, of Fresno, California, was stopped in a jackknifed position blocking both lanes of travel. The tractor was facing east in the eastbound lane while the trailer sat perpendicular to the roadway. Carter’s vehicle struck the trailer at highway speeds. Carter and Lower were declared deceased at the scene. Dark conditions and a lack of active emergency warning equipment are being considered primary contributors to the crash, according to OSP. Kumar, who was reportedly not injured, was arrested on charges of criminally negligent homicide and reckless endangering. He was lodged in the Deschutes County Jail.
