Rocky was born on July 10, 1968, in Corvallis, Oregon, to Cheryl Webb Bright and Frosty Sloan.

He went on to build a fulfilling career as an electrician, but his true professional passion lay in civic duty. Rocky served with pride on the City Council and as the mayor of Philomath, a time in his life he often spoke of with great fondness. He deeply loved serving his community and dedicated much of his life to giving back to others.

Beyond his leadership and professional accomplishments, Rocky was a man of many passions. He was happiest when riding his motorcycles or spending quality time surrounded by those he loved. Best known for his deeply generous spirit and his effortless ability to talk to absolutely anyone, Rocky left a lasting impression on everyone he met.

He is survived by his loving spouse, Seneca Sloan; his daughters, Shea Bender and Shelbie Barron; his two grandchildren, Cayson and Addyson Barron; his father, Frosty Sloan; and his siblings, Misty Menken and Justin Sloan.

He was preceded in death by his mother, Cheryl Webb Bright, and his brother, Sandy Sloan.

A Celebration of Life will be held Sept. 20 at Randy Kugler Shelter in Philomath City Park from 1 to 3 p.m.

Arrangements have been entrusted to DeMoss Durdan Funeral Home.
