The Philomath City Council on Monday night honored Brianna Harwood for 20 years of service to the city with a celebration of her rise from a temporary utility clerk to the city’s municipal court specialist.
Harwood began her career with the city in April 2006 as a temporary utility clerk. When a permanent utility and court clerk position opened up, she applied and was appointed to the role in September 2006. She was promoted to senior court clerk in June 2017 and became the city’s municipal court specialist in June 2023.
In October 2025, Harwood achieved a longtime goal — earning the certified court manager distinction from the Oregon Association of Court Administrators.
City officials described Harwood as an essential part of keeping the municipal court running smoothly. She works closely with Judge Larry Blake and the Philomath Police Department.
As the city has grown, so has Harwood’s role. She now assists the finance director with tracking liens and system development charge payments and works with title companies during property sales. She also serves as the city’s Law Enforcement Data Systems and Criminal Justice Information Services coordinator, a responsibility that helps ensure Philomath remains compliant with state and federal requirements.
City officials and colleagues offered remarks during the presentation, describing Harwood as a steady presence and mentor at City Hall. Speakers noted that she has trained other city employees and court clerks throughout the region over the years, always willing to help others succeed rather than simply excel on her own.
“We could not hold court without Judge Blake, but Judge Blake could not hold court without Briana,” City Manager Chris Workman said.
Mayor Christopher McMorran praised Harwood’s warmth toward the public, saying she is an amazing and welcoming presence for anyone who walks into City Hall. Finance Director Mike Murzynski and Assistant City Manager Chelsea Starner also had kind words for her.
Following the remarks, city staff presented Harwood with a plaque to mark the milestone.
