Richard D. Carter, lovingly known to his friends as “Dick,” died of COVID at the age of 90 on Dec. 25, 2020, in Portland. A former longtime Philomath resident, Mr. Carter will be interred on Saturday, March 26 (11:00 a.m.) at Buck Hollow Cemetery near Willamina.
