The Philomath City Council will tackle a full agenda at its meeting Monday night, including two significant development-related items. The meeting is scheduled to begin at 7 p.m. at Philomath City Hall.
The council will consider directing staff to prepare a Request for Proposals for mixed-use development of the city-owned property at the corner of Main and South 14th streets. The city issued a Request for Qualifications in January and received two proposals, which were shared with the council and the Housing and Economic Development Committee.
Before the regular meeting, starting at 5:30 p.m., council members will conduct 40-minute interviews with each of the two firms that submitted proposals. Staff is looking for council direction on whether to gear the RFP more toward a boutique hotel or housing on the upper floors.
Also on the agenda is an update on bids received for the construction of a new water treatment plant. The city received two bids following an April 7 deadline, but no council action is expected. City Manager Chris Workman said staff is working with the city engineer and city attorney to collect additional information from bidders to verify their qualifications and confirm compliance with labor requirements tied to the American Rescue Plan Act funds earmarked for the project. Workman said he had given bidders a week to provide the requested information before proceeding.
Near the beginning of the regular meeting, the council will hold a public hearing on a request by property owner Scott Ramsey to vacate an unimproved alley between North Eighth and Ninth streets just north of the railroad tracks.
Several other items also appear on the meeting schedule, including temporary art recommendations, strategic plan approval and resolutions on a city utility rate schedule, Heritage Tree approval, Holocaust Remembrance Day and adoption of policies related to erosion and sediment control and post-construction stormwater management.
The council will also convene an executive session following the regular meeting to conduct deliberations related to real property transactions.
